A sustainable food system is crucial for good public health, competitive businesses, vibrant rural communities and robust societal preparedness. At the same time, the food sector faces complex challenges related to environmental and climate impact, resource use, vulnerability in value chains, low profitability and low self-sufficiency.

The food system needs to be transformed to meet climate and environmental challenges, strengthen supply capacity and help promote sustainable eating habits among the entire population. Increased processing of Swedish raw materials can, in the long term, contribute to increased competitiveness for the food sector and strengthened profitability for food companies. Despite the high quality and sustainability of Swedish raw materials, the degree of processing is generally low, which limits both economic value creation and the ability to meet consumer demands for flavourful and sustainable food that contributes to several societal benefits. At the same time, demand for food products with attractive characteristics, health benefits and clear sustainability values is increasing, both nationally and internationally.

This call is aimed at a group of actors who wish to conduct industrial or applied research that contributes to a more competitive food sector and increased sustainability in the food system and society. Research-performing organisations, companies (not sole proprietorships), public organisations, civil society organisations and other actors may participate.

Cooperation between several actors is a prerequisite for the projects to have a broad impact and create benefits even outside their own organisation. Organisations that conduct both economic and non-economic activities, such as research institutes, can apply for funding in the call and receive grants without state aid, provided that they intend to participate in their non-economic activities. An organisation that conducts both economic and non-economic activities shall be considered an undertaking only in relation to its economic activities.

  • Grant sought from Formas: Specify the amount sought from Formas within the framework of the call. The amount may not exceed the total costs. If the amount sought is less than the total costs, the remaining amount will automatically be calculated and reported under Own funding.
  • Other support (public): If funds for related projects have been obtained with funding from Formas or another public funder.
  • Other support (private): If funds from another private company or organisation are contributing to the financing of the project.
  • Own funding: If the project partner contributes its own funding to the project, this is automatically calculated in the field for own funding.

Justification of personnel costs in the budget

Here you specify the average hourly cost for budgeted personnel costs. Personnel costs refer to salaries including social security contributions and other mandatory charges linked to salaries. (Maximum 500 characters including spaces.)

Budget specification

Here, the main applicant explains the budget in words. The overhead costs applied in the application are specified here. Formas does not grant funds for overheads on costs that you write off for equipment or premises. Describe how much of the co-funding, i.e. other funding (public), other funding (private) or own funding, consists of time, cash or other resources. If the co-funding consists wholly or partly of resources other than cash, clearly state how you calculate these contributions. Describe this for each project partner contributing co-funding. Here you also state any consultancy costs and the extent of the consultant's involvement. Also state which project partner(s) are responsible for the consultancy costs. Applicants are encouraged to be clear in describing all costs in relation to the activities in question within the project. (Maximum 9,000 characters including spaces.)

How to fill in the budget in Prisma

For each project partner (main applicant and co-applicant):

  1. Fill in organisational details and workplace.
  2. Register costs per year and cost type. Totals are calculated automatically.
  3. Register funding:
  • Enter the grant applied for from Formas (may be SEK 0 for parties that only co-finance).
  • Enter other support (public or private), if necessary.
  • Your own funding is calculated automatically.
  • State the justification for personnel costs: Describe the estimated hourly cost (max. 500 characters).
  • Justify the budget: Explain how the funds will be used, overhead costs, any consultancy costs and their connection to the project activities. Also specify how you calculate in-kind/BIAP (contributions other than money), for example working hours or other resources that do not constitute cash co-funding (max. 9,000 characters including spaces).
  • The project's total costs and funding are automatically compiled at the bottom of Prisma based on all parties' budgets. Check that:

    • All project partners are correctly registered.
    • Everyone has budgeted costs.
    • The requested amount and any co-financing are correctly stated.
    • Any external funding is specified.

    Ethics

    You must state whether there are any special ethical aspects to the project. If so, you must describe the ethical issues involved and how you plan to deal with them. This may, for example, concern research that utilises personal data or research that involves experiments on humans or animals.

    If you are conducting research on humans, human tissue or sensitive personal data, you must submit an application for ethical review to the Swedish Ethical Review Authority and obtain approval. If the research involves experiments on animals, you must also obtain approval from an animal ethics committee. You can apply for this via the Swedish Board of Agriculture's e-service.

    You must state in your application whether or not you have valid ethical approval. If you do not have it, and your application is granted funding, you must have ethical approval before the described experiments begin.

    If your research is not expected to involve anything that requires ethical approval, you must state this and explain how and why.

    Classifications

    Formas uses the project classifications in analyses and documentation at an overall level. The classifications are made by the applicant specifying the subject area, research topic (SCB code), at least one global sustainable development goal to which the project can contribute, and keywords.

    • Subject area

    Select the project’s subject area and add a subheading.

    • Research subject (SCB code)

    Select at least one research subject and two sub-levels that create the combined code.

    • Global sustainable development goals

    Enter at least one and up to three global sustainability goals that the project can contribute to, in order of priority according to degree of relevance.

    • Keywords

    Enter at least one and up to three keywords that describe the project.

    Administrating organisation – the organisation that receives the grant

    The organisation that will receive and manage the funds that Formas pays out to approved projects is called the administrating organisation.

    • Select the administrating organisation from the drop-down list. If you cannot find the organisation that is to be the main applicant, see the heading Organisation account under the section How to apply.
    • Select your country of residence from the drop-down list. If you cannot find the correct country of residence, see the heading Applicants from administrating organisations who need to be individually approved in the section How to apply.

    Project Participant

    Here you specify how participating parties should be included in the application. It is quite common to have some form of table as a mandatory appendix. Specify what information should be included. Feel free to talk to the call support team to find the most suitable way. It is also possible to do as in the research calls, i.e. the main applicant invites participants through Prisma. However, this procedure is not very user-friendly for non-academic parties and is usually avoided in this type of call.

    CV e and list of qualifications

    Attach CVs, including relevant qualifications for key personnel, as a single PDF file in Prisma (max. 20 pages, max. 10 MB). The recommended length per CV is 2 A4 pages.

    The CV should include relevant information that demonstrates the competencies that are important in the project for each key person. For example, experience from relevant project management, collaboration, research, implementation and utilisation. It is mandatory to attach a CV for the project manager.

    The CV should contain the following:

    In this call for proposals, researchers at our generally approved funding administrators cannot link to CV information already entered in Prisma. This is to ensure that applications and CVs can be assessed on an equal basis.

    Publication list

    Participating researchers shall list their ten most relevant publications. The list of publications shall be uploaded as a single PDF file (max. 4 MB).

    Attachments

    It is possible, but not mandatory, to add additional attachments to the application. Any images, tables, figures, etc. for the application should be uploaded as a single PDF attachment (max. 10 MB).

    Project party

    Click on Add project party for the project party or parties that will participate, in addition to the coordinating project party (administrating organisation).

    Fill in the sections for information, budget, and financing for each project party in the same way as described for the coordinating project party. See the Coordinating project party section above. Information for the project parties is to be filled in regardless of whether the project party is applying for a grant, i.e. funding from Formas or not. If project parties do not apply for funding from Formas and instead only participate in-kind, state the budgeted project costs for these project parties but enter SEK "0" in the field “Applied for funding from Formas” under Funding for these project parties. Note that subcontractors to the applicant are not project partners in the application.

    Project costs and funding

    The total specified cost of the project and total specified funding respectively are calculated automatically below following the budget charts for the coordinating project party and other project parties.

    Double check how you filled in the budget tables well in advance of registering your application. Applications with incorrectly filled in budgets may be rejected. Check the following for all budget tables per project party, including coordinating project party and tables for project costs and project funding, respectively, which combine totals from tables per project party:

    • You have added all project partners participating in the project.
    • You have specified the amount of funding applied for from Formas for all the project parties that intend to receive funding from Formas.
    • You have stated other funding for those project parties that have other funding.
    • You have the self-funding required by state aid regulations for companies and other organisations, where relevant.

    After you have submitted your application

    You can make changes to your registered application, or deregister it and re-register, until the call closes at 14:00 on Tuesday, 28 April 2026. After that, the status of your application will change from “registered” to “finalised”. Once the call has closed, you will not be able to make any changes to your application. Nor will you be able to submit any additional information via email or telephone, for example. Your application will be assessed in its current state. We only make exceptions in the event of traceable technical system disruptions in Prisma, or if additional information is specifically requested by Formas.

    Your final registered application will automatically be sent to the administrating organisation when the call has closed. Please note that the administrating organisation must sign the application digitally in Prisma within seven calendar days.

    The following requirements will be checked in this call:

    • That the administrating organisation has signed the application; this must be done within seven calendar days after the call has closed.
    • That the application has not been rejected by the administrating organisation.
    • The focus of the application falls within Formas’ areas of responsibility.
    • That the focus of the application falls within the scope of the call.
    • That the application complies with the framework of the call for proposals in terms of budget, project duration, type of project partners, composition of partners, etc.
    • That the application is complete, i.e. that it contains all the mandatory information.
    • That no other applications with the same content have been submitted.
    • That the main applicant responsible for other projects or activities funded by Formas has submitted the requested reports within the specified time.
    • That each project partner has its own budget item with associated costs.

    All applications are assessed by an external review panel based on the information provided in the application. Each application is reviewed by several reviewers. The review panel is composed of representatives from academia and relevant actors in society. It is therefore important that the application is as clear as possible in its content and that all important and relevant information is included.

    Applications are assessed based on the following criteria:

    Relevance

    • The project can significantly contribute to the call's purpose and orientation.
    • The design of the project and its expected results have taken relevant account of the needs and conditions of different groups.
    • The application clearly outlines the expected societal impact of the proposed solution.

    Potential

    • The project's problem formulation and purpose are clear, logical, and aligned with the call's purpose and orientation.
    • The research underpinning the project is of high quality.
    • The project's expected results and/or solution are at the forefront of its field and have significant news value or level of innovation.
    • The project has substantial potential for scalability and/or dissemination.

    Implementation

    • Planned activities and methods are appropriate to achieve the expected results.
    • The timeline and budget are realistic and suitable in relation to the project's purpose and goals.
    • The plan for how the project's results will be utilized is well described and appropriate.
    • Ethical considerations are well described, and the plan for how these will be managed is appropriate.
    • Gender equality aspects are well integrated into the project's implementation.

    Actors

    • The project's organization and combined competence are appropriate for its implementation, including the utilization of its results.
    • The project is carried out in collaboration with relevant stakeholders or users. The involvement of project participants is well described and appropriate for the project's objectives.
    • The project group (key personnel) is well composed in terms of gender distribution and the balance of influence between women and men. Relevant when the project group consists of more than three people.

    Our reviewers are currently not allowed to use AI tools to support the review of applications. There are several reasons for this. Firstly, there is a high risk that uploaded information will be disseminated further. There are also risks associated with confidentiality and the processing of personal data. Uploading an application or information from an application to any form of AI tool constitutes unauthorised dissemination of information. This applies not only to AI tools but also to many other services and tools for storing and sharing data.

    Decisions on which projects will be awarded funding are expected to be made in October 2026. We will publish the decisions no later than the following day on the Formas website, and you will receive an email when you can view the decision in Prisma. Grant decisions cannot be appealed.

    All approved projects must report back to Formas on finances and project results three months after the end of the allocation period. For projects lasting longer than 18 months, a financial status report must also be submitted to Formas annually. All reports are submitted in Prisma.

    Formas may impose requirements on how projects are to be reported in terms of content and results in order to enable dissemination and utilisation. This will be stated in the decision (with associated conditions) for the project in the event of funding. Formas may also impose requirements regarding participation in conferences and similar events in order to create synergies and platforms for learning and knowledge exchange.

    Results from research funded by Formas must be published with open access.

    You must also have a data management plan for the data produced in the project. If you receive funding from us, you must draw up such a plan. The plan does not need to be submitted to us, but you must be able to present it on request. By signing our terms and conditions for funding, you certify that a data management plan will be in place before the research begins and that it will be maintained.
